Cameroon Truth Twenty-Two: Paul Biya’s CPDM Wins Regional Elections As Rural Electrification Expands In Cameroon 

Cameroonians and their illustrious president (PAUL BIYA) just scored another democratic victory as the regional elections were organized peacefully across the national territory. The first election result trends presented by delegates and the election organizing body-ELECAM-indicate that President BIYA’s ruling CPDM party has won a large majority in at least 9 of the 10 regions. The regional elections putting in place the “regional bodies” that are a key player in the decentralization process dear to President PAUL BIYA, have confirmed that the country is moving ahead and the institutions of the state are functioning from base to summit. 

As a major recommendation of the GRAND NATIONAL DIALOGUE that was quickly made into law by the president, the regions and their councils have become key institutions in the local development of the rural localities and bringing the administration closer to the people. Top on the list of projects being followed by the regional councils is RURAL ELECTRIFICATION. This was one of the major engagements made by President Paul Biya when he was a candidate for the last presidential election – bring electricity to every home in Cameroon. 

Yesterday the 03rd of December 2025, President Paul BIYA authorized the Minister of the Economy, Planning and Regional Development to obtain additional financing for the project related to rural electrification through photo-voltaic system in 200 localities (phase III electrification of 51 localities).  While many will look at the election and the rural electrification financing as a coincidence, those who know PRESIDENT PAUL BIYA see a pattern of promises being fulfilled. This is a clear indication that the state is fully engaged to make sure electricity-supply is abundant and constant in urban and rural localities of the ten regions. 

When president PAUL BIYA said in his election manifesto and political agenda that this new seven-year-term will never be like the others, many thought it was just campaign promises. Just a few months into the mandate, consolidation of democratic decentralization through the renewal of the regional councils and the financial push given to rural communities for electrification are major election promises being fulfilled. The level of electricity coverage in all Cameroon’s ten regions which is way higher than that in over 85% of African countries will see more villages covered in the months ahead. 

When a few urban youths got manipulated for post-election violence, it was the regions and their rural masses who first said a very big NO to any violence. When the president asked Cameroonians to refuse ghost towns, it was the regions and villages who first obeyed. PAUL BIYA won almost all the rural votes that were cast in the presidential election of October 12th 2025. No wonder, some of his very first actions are towards the regions’ rural population, and their rural electrification need is being addressed. 

For those who predicted Cameroon will cease to exist after the presidential election, it is time to join the people of Cameroon who have chosen their sovereignty over foreign manipulation. As more and more villages get electricity, the ten regions of the country will see more economic activities and the social life of the population will improve significantly. 

Winning elections many times is one thing, delivering the promises after the election is another. Paul BIYA has shown that he is not only a legend in winning elections, but he is also a master at delivering. BRAVO PAUL BIYA…
